Are You Exempted from Shopee’s Platform Support Fee? Here’s How to Check

When Shopee first announced the Platform Support Fee (PSF) of RM0.50 per completed order, many sellers were concerned about how it would affect their earnings. While this fee applies to most Marketplace orders, certain sellers and product types are exempted based on Shopee’s latest criteria.
If you’re wondering whether your shop qualifies, here’s a breakdown of who’s exempted and how Shopee determines eligibility.
1. New Marketplace Sellers
If you’ve just started selling on Shopee, you might not have to pay the RM0.50 Platform Support Fee right away. Shopee gives new Marketplace sellers a temporary exemption to help them settle in and grow their first batch of orders without extra costs.
To qualify, you must meet both conditions:

Have 100 or fewer completed orders, and
-
Have listed your first product on Shopee within the past 120 days.
Who Counts as a “New Seller”?
Shopee defines a “new seller” as someone who has:

Opened a completely new shop with a unique seller ID, and
-
Never sold on Shopee Malaysia before under any other shop or account.
Who Is Not Eligible
Even if your shop looks new, you won’t qualify if:

You already have another shop linked to the same user ID, NRIC, or business registration number,
-
You’ve previously received this same new-seller fee waiver,
-
You’ve taken over an existing shop including its sales count, reviews, or reputation, or
-
You’re running the shop through an agent, proxy, or related entity.
2. Orders Containing Essential Items
Shopee understands that some sellers provide everyday necessities that are essential for Malaysian households. To ease the cost for these sellers, orders containing at least one essential item are exempted from the Platform Support Fee.
What Counts as “Essential Items”
The exemption covers products under these categories: Breads, Flour, Sugar, Oil, Salt, Rice, Garlic, Ginger & Onion, and Poultry. So, as long as a buyer’s order includes one or more items from the list above, that entire order qualifies for a fee exemption.
How the Exemption Works
Even though the order is exempted, the RM0.50 Platform Support Fee is still deducted upfront at checkout. Don’t worry, Shopee will reimburse the total amount to your Seller Balance during the third week of the following month.
Be Careful with Product Categorisation
It’s important to make sure your product listings are correctly categorised. If Shopee finds that a seller has miscategorised an item as “essential” (for example, tagging instant noodles or snacks under the rice category), it can reimpose the Platform Support Fee on those orders.
3. Sellers with Low Order Volume or GMV
To support smaller or slower-moving sellers, Shopee provides a monthly exemption from the Platform Support Fee based on your recent sales performance. This helps reduce the burden on sellers who are still growing or experiencing low order volume.
Who Qualifies
You’ll be exempted from the RM0.50 Platform Support Fee if you meet either one of these conditions in the past 30 days:

100 or fewer net orders, or
-
200 or fewer net orders and RM5,000 or less in GMV (Gross Merchandise Value).
How Shopee Calculates It
Shopee automatically reviews your order and GMV data at the start of every month, based on your performance from the previous 30 days.
Here’s an example to make it clearer:

Example 1: From 2 Oct to 31 Oct, Seller A has 99 paid orders and RM6,000 GMV → Exempted in November.

Example 2: From 1 Nov to 30 Nov, Seller A has 201 paid orders and RM2,000 GMV → Platform Support Fee applies in December.
How You’ll Know If You’re Exempted
If you qualify, Shopee will send you a Push Notification (PN) through Seller Centre, usually around the 15th of each month confirming your exemption status for the coming month.
4. Fulfilled by Shopee (FBS) Sellers
If you’re part of Shopee’s Fulfilled by Shopee (FBS) program, you’re in luck as all FBS orders are fully exempted from the Platform Support Fee until 31 December 2025.
This exemption is Shopee’s way of rewarding sellers who use its fulfillment service, as FBS helps ensure faster delivery, reliable packaging, and better buyer experience.
How the Exemption Works
Just like with other exemptions, the RM0.50 Platform Support Fee is still deducted upfront from each order. Then, Shopee will reimburse the total amount to your Seller Balance by the third week of every month.
This process allows Shopee to verify all FBS transactions before issuing reimbursements.
5. Government Textbooks and Activity Books
Shopee also waives the Platform Support Fee for sellers offering official government educational materials. Specifically, this applies to orders that include at least one Textbook or Activity Book listed under the Kementerian Pendidikan Malaysia (KPM) Catalogue.
How the Exemption Works
Even though these orders qualify for exemption, the RM0.50 Platform Support Fee is still deducted upfront at checkout. After Shopee verifies that the items belong to the official KPM catalogue, the total amount is reimbursed to your Seller Balance during the third week of the following month.
Avoid Miscategorising Products
It’s important to ensure your product listings are accurately categorised. If a seller mislabels non-KPM items (for example, generic workbooks or non-approved study guides) as part of the official KPM catalogue, Shopee may reimpose the Platform Support Fee for those orders.
